Consumers may place relay calls to English and Spanish speaking persons within Kentucky, across the United States and even internationally. By law, each conversation is handled with strict confidentiality. There is no charge to access Kentucky Relay. Equipment Distribution Program: The Kentucky Commission on the Deaf and Hard of Hearing (KCDHH) Distribution Program offers amplified phones, TTY’s, Voice Carry Over (VCO) phones, Captioned Telephones, and other equipment free of charge to eligible deaf, deafblind, hard of hearing, and speech disabled citizens in Kentucky.
